Welcome to the scholar section of the Payback Information Management System (PIMS) website. This section is designed for individuals who have received a scholarship from a Rehabilitation Long-Term Training (RLTT) grant program. This website provides answers to Frequently Asked Questions about the program’s service obligation regulations and how to navigate the PIMS. It also provides a portal to the PIMS online database to collect scholar contact, training, and service obligation information for use in tracking the fulfillment of scholars’ service obligation and reporting RLTT program performance measures.

After a grantee and scholar complete and sign a Payback Agreement, the grantee creates a record for the scholar in PIMS. The record includes the scholar’s contact, training, and service obligation information. The grantee also uploads the completed and signed Payback Agreement, Certification of Eligibility for Federal Assistance in Certain Programs, and proof of U.S. citizenship or legal permanent resident status. After the grantee submits the record, the scholar receives an e-mail with instructions on how to access the system. Prior to exiting or completing the program, scholars funded by a RLTT grant should log in to PIMS at least annually to update and verify their contact and service obligation information.

When the scholar exits or completes the program, the grantee and scholar complete an Exit Certification, which the grantee uploads to PIMS. Scholars must login to PIMS at least once annually and verify the contact and service obligation information entered by the grantee and enter employment records for positions that fulfill their service obligation. PIMS will send a notification e-mail to Project Directors to approve the scholar’s employment as eligible and once approved, employers will receive an e-mail request to verify the scholar’s employment information.
